John Warner, Emergency Planning Coordinator, Center for Education Safety, MSBA

John Warner grew up in the Kansas City area and after receiving his Bachelor’s degree in Criminal Justice Administration from Central Missouri State University, started his career in law enforcement in 1978 with the Warrensburg, MO Police Department and retired from the Columbia, MO Police Department in 2014. He started working for CPD as an undercover narcotics agent in 1985. He worked as a School Resource Officer for more than 13 years, finishing his career in Law Enforcement as the SRO at Battle High School in Columbia. He was an instructor for the D.A.R.E. Program from 1989 to 2009, piloted the Junior High D.A.R.E. Program for the Columbia Public Schools, and served as President for the Missouri D.A.R.E. Officers Association.


He was honored in 2001 as the Missouri D.A.R.E. Officer of the Year and in 2008 with the Lt. Ed Moses Lifetime Achievement Award for that organization. Officer Warner has served this community in several other capacities, including as a member of the City Council’s Substance Abuse Advisory Commission, member of the Breathe Easy Coalition and the Columbia/Boone County Senior Network, Chair of the Columbia Community 2000 Drug Free Task Force and Chair of the Columbia First Night celebration as the Teen Venue Coordinator. John was also a member of CPD’s S.W.A.T. (Special Weapons And Tactics) Team, is a firearms instructor and a defensive tactics instructor.
